problems with small seeds

I live in central fla and have continual problems getting plants with 
very small seeds to
grow past 1 or 2 inches.  I have tried with vegatables such as leaf 
lettuce and also
flowers such as california poppies.
they all germinate well, but when they get to 1 or 2 inches, they fall 
on their sides
and die........
This happens with all the very small plants that i have tried to grow 
over the years.
It appears to be the size of the seeds, not the plant variety.  I have 
tried damp, dry
and different soils.
Any suggestions?????
