Don't take this as advice, I've no idea what's the proper thing to do but
my 
project is one raised bed each year until I have three or four running in 
rotation.  I dug around in the topsoil and added horse poo, then built the

wooden sides and topped up with everything I could scrape out of my
compost 
bins (a lot of shredded woody hedge in there as well as all the usual 
stuff). It grew a good crop of potatoes this year and the soil seems to
have 
mixed itself up nicely. It's very light and fluffy!
