too much buggering about. I did a small one a few years back, grew lots of 
plugs, levelled the ground, bedded out, tended and all that.  Lots of
weeds 
got in between the plugs until I finally gave up, just carried on mowing
as 
nrmal. there's barely a trace of camomile there any more. Don't go there 
unless you have 5 under-gardeners to look after it
