Lilacs are nearly impossible to propagate from year old wood. In
nurseries, propagation is done using young shoots, ie, the shoots that
will start sprouting from branches in a month or so here in
Newfoundland. There's a window of op****tunity of a few weeks to do that
before propagation becomes nearly impossible again for another year. 

If your branch was ripped off by snow, you can try taping the branch in
place, or using nylon ties to fix back it in place. I did some of that
myself last week.
