There's little that will deter a moose that I know of. I can't see an 
electric fence doing it by itself. If you're gonna put up a fence, just 
put up a real one. The fence as a barrier (six feet high) will deter the 
moose. Even a good split rail fence would work.

Granted, you may not see them that often. They're roaming now, but that 
will stop soon enough.

As for the rabbits, you don't need to waste the electricity. A four foot 
  chicken wire fence will keep them out. I hammered in some driveway 
stakes five feet apart and stapled the chicken wire to the stakes and 
did it tight to the ground so it was impossible to get under it. (You 
can dig down an inch or so to bury it if the rabbits appear determined. 
I never had the problem).

I eventually took down the chicken wire fence cause I realized the 
rabbits won't eat everything. So, I'm doing trial and error to see what 
they like to eat and then I use PVC plastic tubing and a net to cover 
the individual beds.

Here's a pic showing my celery with the net laid back so that I can weed 
the bed:

Potatoes are in the 30 L pails at the top of the photo. The rabbits 
didn't appear to have any interest in them or my tomatoes, corn or peas.

The net has a double function of keeping the birds and cats outs. I 
bought the net from leevalley.com (the one with the smaller holes) and 
got enough from one net to cover 12 beds. I just put a few nails in the 
side of the bed and loop the netting to them.

For my turnip (and related plants), I can lay a floating row cover over 
the tubing to keep the flies out (which lay their eggs on them and you 
end up with white maggots killing the young plants).
