But if the summer is as dry as I expect, I said the dandelions won't be
as much a problem...so mowing low wouldn't be needed then. He can mow
low now to take care of the first crop...but as summer progresses, they
won't be as vigorous if it does get dry. I'm assuming the OP knows
enough not to mow too low when conditions get too dry (and that if he
mows low...he does it late in the day).
In the end, it's a losing battle with the neighbours not doing anything.
