The rule of green thumb is to plant bulbs in the fall, so you're late 
with the lilies but nothing prevents you from putting them in now. You 
may not see anything or much of anything from them this year, but after 
next winter, they should bloom as normal.

Dahlias can probably go in now. (One site said to put them in at the 
same time as you would a root vegetable like carrots...and I planted my 
carrots last week). Dahlias don't like wind, so make sure they have a 
sunny sheltered spot.
