It's not surprising to find nothing but rock under a little soil in some
sub-divisions nowadays. You might consider raising the bed a little to
give you more soil dept....using landscape ties, rocks (no shortage
there) or bricks. Then just fill it with bagged topsoil with some peat
mixed in.
If the spot doesn't get a lot of sun after one pm then you'll want to
plant flowers that are part sun. When you go to look, check the tags or
ask someone to point out good part sun plants. I have a similar spot and
pansies and marigolds did well there (sun till 2 pm). There's another
annual that does well with part sun and I've forgotten it...ugh...it
looks something like a pansy...oh well...drawing a blank there...
