Loss of new shoots

I have several mini-groves of "phyllostachys aureosulcata".
About 10% of new shoots appear to abort.
The shoots become limp, do not develop and die.
The shoots that abort in this manner seem to be
(but not always) among the last ones to appear.

Any comments?
Is this rate loss normal?
It varies from "grove":
5% in the best case and 20% in the worst.

Otherwise the new shoots when they develop are
about 8 to 10 ft tall (2.5 to 3 m) and 3/8 inch (1 cm)
in diameter and appear to be perfectly healthy.
