root stock question

I had a very nice tea rose that my daughter had given me and it died off. 
I 
dug it up and now after several years has come back from the root.  I know

that it is not the original but it has been growing for about 3 years with

no blooms.  Will it ever bloom and should I let it grow or dig it again. 
It 
is a lovely bush and very nice size but just no blooms.  I also had a
Blaze 
climber that died off and has come back from the dead some years later
from 
the root and I haven't had any blooms on it either.  I live in MN so was 
just wondering if I should dig them up again.
