	Sounds to me like you have a tree which propagates easily from root 
cuttings.  There are a fair few of these but it matters little which 
one.  But this does mean that each bit of root will start a new tree. 
Pain in the butt, especially if you start chopping the roots when they 
are alive and don't get out every last bit!  The more bits of root the 
more trees.

Possible solution, but only if you are happy using chemicals:

1.	Let the tree shoots get to about six inches high.
2.	Cut a small hole in the bottom of a plastic bag just big enough for 
the stem and leaves to fit through.
3.	Feed the plant through the hole from the outside and the plant ends 
up in the bag.
4.	Carefully spray the tree shoot with a glyphosate based weedkiller. 
Spraying into the plastic bag will help prevent over spray onto the lawn.
5.	Close the bag with a twisty tie and leave for about four weeks then 
spray again if still alive.  The bag helps stop the Glyphosate being 
washed off and either ineffective or killing nearby plants.
6.	Repeat as necessary.

This will take a couple of months to work but the theory is that the 
glyphosate, being a systemic type weedkiller, is taken down into the 
root system and kills the roots themselves thus preventing any more 
regrowth.  THEN it may pay to remove the thicker roots as rotting tree 
roots can harbour honey fungus which, believe me, you do not want.
