Growing at the base of a wall, it is quite possible the plants are short
of 
water.  In many plants, flower buds even abort if short of water, so give 
them a good drenching, then maintain a good watering regime.  While you're

at it, give them a feed of tomato or rose fertiliser (both high potash 
feeds) which encourages/boosts flowering.  If the leaves are healthy,
leave 
them to feed the plant naturally.  However, yellow/diseased/heavily 
pest-infested leaves should be removed.
